The 5th Belt and Road Women’s Forum successfully convened in Sanya, Hainan from December 6-8. Co-hosted by the Chinese People’s Association for Friendship with Foreign Countries, the All-China Federation of Returned Overseas Chinese, and the UN Resident Coordinator Office in China, and jointly organized by the People’s Government of Sanya City, the China Friendship Foundation for Peace and Development, and the Secretariat of the Belt and Road Women’s Forum. On the morning of the 8th, the Belt and Road Women's Forum and Youth Leadership Forum was successfully held in Sanya Yazhou Bay Science and Technology City. Wu Jingxuan, Special Consultant of The Administrative Bureau of Sanya Yazhou Bay Science & Technology City, attended the Belt and Road Women’s Forum and Youth Leadership Forum and delivered a speech.

Distinguished guests, ladies and gentlemen, good morning!
 
I am delighted to participate in the 5th Belt and Road Women’s Forum and speak at the Youth Leadership Forum. On behalf of The Administrative Bureau of Sanya Yazhou Bay Science & Technology City, I extend a warm welcome to all the guests attending the forum.
 
Having listened to the speeches of the guests, I have gained insights on the high-quality development of the Belt and Road, the empowerment of technology in creating a beautiful world, and the enhancement of youth leadership. I would like to take this valuable opportunity to share some information about Sanya Yazhou Bay Science and Technology City.
 
Yazhou Bay Science and Technology City has a total planned area of 69.3 square kilometers and a controlled planning area of 23.36 square kilometers. It is mainly laid out as ‘one port, two cities, one base, and one valley,’ focusing on the two leading industries of Southern breeding industry and deep-sea technology, as well as the two strategic industries of life sciences and digital economy. A complete intermodal transport system of sea, land, and air offers enterprises the convenience of ‘reaching the nation and connecting the world’ at any time.
 
In April last year, President Xi Jinping visited Hainan, and Yazhou Bay Science and Technology City was his first stop. The President mainly inspected the progress in research and industry in the fields of breeding and deep-sea technology.
 
The Nanfan breeding industry sector focuses on building the Nanfan Science City, the Global Introduction and Transfer Base for Animal and Plant Germplasm Resources, and the Global Bio Valley. It concentrates on breeding technology innovation, explores the industrial application of biological breeding, and aims to create a national laboratory in Yazhou Bay. The deep-sea technology sector focuses on building the Deep-Sea Science City and Nanshan Scientific Research Mother Port, constructing a platform for deep-sea scientific research, equipment development, and application. The life sciences sector relies on centers such as the Deep-Sea Compounds Resource Center, the Brain Science Plan/Non-Human Primate Breeding Base, and the Hainan University Biomedical and Health Research Center to support common R&D platforms. The digital economy sector, with the Advanced Computing Center and Hainan Artificial Intelligence Computing Center as key industrial platforms, supports the rapid and efficient operation of high-throughput computing in the Nanfan breeding, deep-sea, and life sciences fields.
 
As of October 2023, Yazhou Bay Science and Technology City has registered over 10,000 companies and attracted global quality enterprises like Syngenta, Corteva, and ACC to settle here. It has introduced 14 graduate schools from top domestic universities, including Shanghai Jiao Tong University, Zhejiang University, China Agricultural University, and Ocean University of China, and 20 research institutions like the Institute of Deep-Sea Science and Engineering of the Chinese Academy of Sciences, the Institute of Genetics and Developmental Biology of the Chinese Academy of Sciences, and the Chinese Academy of Tropical Agricultural Institute.
 
We have also built several public platforms, such as the Deep-Sea Science and Technology Innovation Public Platform. This project, jointly built by the universities settled in the Science City, is positioned in the ‘large sharing + small academy’ model. It provides important platforms for ‘equipment sharing and resource sharing’ to support the scientific research of the settled marine universities.
 
Currently, the special industrial sub-fund of the park has reached 2.826 billion Yuan, gathering 13 professional incubation platforms. In the future, Yazhou Bay Science and Technology City will bring together multiple collaborations and resources, fully leverage the unique advantages of the Hainan Free Trade Port, and promote more international and technologically advanced industrial collaboration. The forum brought together over 400 participants. These included Li Xikui, Vice President of Chinese People’s Association for Friendship with Foreign Countries, Cheng Hong, Vice President of All-China Federation of Returned Overseas Chinese, Chen Xi, Mayor of the People’s Government of Sanya City, Arya Ali, First Lady of the Cooperative Republic of Guyana, and Michael Houghton, Nobel Laureate in Physiology or Medicine, and ambassadors from Kyrgyzstan, Zambia, Maldives, Switzerland, Nepal, Guyana, Uganda, Mozambique, and various other countries.

2023 marks the tenth anniversary of the Belt and Road Initiative. The forum focused on women's education, health, and growth, upholding the spirit of the Silk Road, and promoting inter-civilizational exchanges. It vigorously publicized China's achievements in advancing women's causes and promoting their comprehensive development in the new era. This forum significantly enhanced China's international discourse and influence in the fields of women and children, building a platform and bridge for women's exchange and communication among Belt and Road participating countries.
