The 5th Belt and Road Women’s Forum successfully convened in Sanya, Hainan from December 6-8. Co-hosted by the Chinese People’s Association for Friendship with Foreign Countries, the All-China Federation of Returned Overseas Chinese, and the UN Resident Coordinator Office in China, and jointly organized by the People’s Government of Sanya City, the China Friendship Foundation for Peace and Development, and the Secretariat of the Belt and Road Women’s Forum. On the morning of the 8th, the Belt and Road Women's Forum and Youth Leadership Forum was successfully held in Sanya Yazhou Bay Science and Technology City. Khouanchay Iemsouthi, Counselor of Economic and Commercial, Embassy of The Lao in China, attended the Belt and Road Women’s Forum and Youth Leadership Forum and delivered a speech.

Distinguished guests, ladies, and gentlemen, please allow me to speak in Chinese.
 
Respected leaders, esteemed guests, ladies, and gentlemen, good morning! I am Khouanchay Iemsouthi, the Economic and Commercial Counsellor of the Embassy of Laos in China. It’s an honor to be invited to this forum today. On behalf of the Embassy of Laos in China, I would like to extend my warmest congratulations on the convening of this forum. I seize this opportunity to share some insights into the situation of youth leadership in Laos.
 
First, let me introduce Laos. Located in the northern part of the Central South Peninsula, Laos covers an area of 236,800 square kilometers and is the only landlocked country in Southeast Asia. As of the first half of 2023, our population stands at 7.25 million, with 69% being of working age, indicating a high proportion of young people. Laos has seen favorable economic development, with an average growth rate of no less than 5.5%, driven mainly by agriculture, mining, hydropower, tourism, services, and trade.
 
Therefore, for future development in these sectors, the strength and leadership of young people are indispensable. Our government places great emphasis on nurturing young talents and promoting their roles in various fields. Laos and China have historically enjoyed close bilateral relations. We have been highly supportive of the Belt and Road Initiative since its proposal. In recent years, several projects under the "Belt and Road" have been implemented in Laos, particularly the China-Laos Railway, which has brought numerous socio-economic developmental benefits to our country.
 
We regard this project as a symbolic one. In terms of youth leadership, Laos and China maintain close cooperation and promote various forms of collaboration in different areas. For instance, from August 29th to September 9th this year, The Communist Youth League of China organized a training program for Laotian young leaders in Beijing, Guangxi, and Yunnan, which was a successful exchange between the Lao People’s Revolutionary Youth Union and relevant Chinese entities.
 
2023 not only marks the 10th anniversary of the Belt and Road Initiative but also the 10th anniversary of China-ASEAN community proposal and the 61st anniversary of diplomatic relations between Laos and China. We believe that such cooperation will continue to grow. We hope that in the field of youth leadership, Laos and China will achieve even greater success, driving employment and development for young people and allowing both Laos and China to enjoy the benefits of our bilateral development.

The forum brought together over 400 participants. These included Li Xikui, Vice President of Chinese People’s Association for Friendship with Foreign Countries, Cheng Hong, Vice President of All-China Federation of Returned Overseas Chinese, Chen Xi, Mayor of the People’s Government of Sanya City, Arya Ali, First Lady of the Cooperative Republic of Guyana, and Michael Houghton, Nobel Laureate in Physiology or Medicine, and ambassadors from Kyrgyzstan, Zambia, Maldives, Switzerland, Nepal, Guyana, Uganda, Mozambique, and various other countries.

2023 marks the tenth anniversary of the Belt and Road Initiative. The forum focused on women's education, health, and growth, upholding the spirit of the Silk Road, and promoting inter-civilizational exchanges. It vigorously publicized China's achievements in advancing women's causes and promoting their comprehensive development in the new era. This forum significantly enhanced China's international discourse and influence in the fields of women and children, building a platform and bridge for women's exchange and communication among Belt and Road participating countries.
